1. A student is moving to our district from a reciprocal state that allowed 3 year olds to enroll in their Pre-Kindergarten program. Will this student be allowed to enroll in Killeen ISD'S Pre-Kindergarten program?
Senate Bill 90 is applicable to grades Kindergarten - 12th only. So, a child who is less than 4 years of age as of September 1st does not meet the eligibility requirements for the Pre-Kindergarten program in Killeen ISD. However, Killeen ISD does provide a Preschool Program for Children with Disabilities (PPCD), a self-contained class for students age 3 to 4 who have significant delays in all areas of development, which require preschool intervention in order to prepare them for participation in school at age 5. The PPCD classes serve children with a wide variety of disabilities and educational goals. Placement in this program is made by an ARD committee.

2. A student is coming to our district from New York State who completed kindergarten at an accredited private school. The student does not meet the age requirement for first grade in Texas. Do we initially enroll this student in kindergarten and have them assessed for kindergarten to first grade acceleration?
SB 90 states that a military student from a reciprocal state that has satisfactorily completed the prerequisite grade level in the local education agency in the sending state shall be eligible for enrollment in the next highest grade level in the receiving state, regardless of age. Therefore, since this student has completed kindergarten at an accredited private school with the same age requirement as the sending state public school, acceleration testing would not be necessary. The student should be enrolled in first grade.

3. A student is enrolling in our district that was previously enrolled in school in Georgia. If this student was in the gifted education program in Georgia, would that make them qualified for our gifted program under Senate Bill 90?
Senate Bill 90 states that the receiving state shall initially honor placement in educational programs based on current educational assessments conducted at the school in the sending state or participation/placement in like programs in the sending state. Such programs include, but are not limited to: (1) gifted and talented programs; and (2) English as a second language (ESL). This does not preclude the school in the receiving state from performing subsequent evaluations to ensure appropriate placement of the student.

4. Under SB90, if the previous school classified the student as 12th grade according to their requirements can we classify the student as a 12th grader even though the student only has 16.5 credits and under KISD policy the student would be 11th?
SB 90 states that when enrolling a military student from a reciprocal state, we would initially place the student in the grade level the student was classified in from the sending state. Then, based on credible information/official records from the sending campus, any adjustments to the grade classification can be made per KISD policies.
If a reciprocal agreement can be reached with a transferring senior's sending school, the student will be allowed to complete graduation requirements of the sending school and participate in KISD graduation ceremonies. The student will receive a diploma from the sending school instead of KISD.
However, if the student wishes to work toward a KISD diploma, the campus should follow KISD policies and procedures.

5. A student is moving to our district from a reciprocal state where they completed a Pre-Kindergarten program. The student is 4 years old, but would have been eligible for kindergarten in the reciprocal state. The student's parents are asking that the student be enrolled in kindergarten in our district. Will this student be allowed to enroll in Killeen ISD'S kindergarten program?
Students who have completed public school PK and would be eligible for KG in their prior state can be enrolled in KG in Texas even though they are not 5 yrs. old by Sept. 1. Prior KG enrollment in the prior state is not required. For students that complete PK at a private school in a compact state, an additional condition is that the private school must be "accredited" or follow the same PK program requirements as provided in the state's public school PK program.
Note: These exceptions only apply to military families coming from states that are active participants of the Interstate Compact for Military Families.
