    ESSER III Information

    The American Rescue Plan (ARP) Elementary and Secondary School Emergency Relief Fund (ESSER III) will provide over $86 million to Killeen ISD over the next three years. The Texas Education Agency requires KISD to submit a Use of Funds Plan as part of our grant application for ESSER III funding and to review and revise this plan through the life of the grant. Killeen ISD is seeking input from stakeholders across our community. Your feedback is valuable and will help us in the initial development and later review and revision of our plan.

    The Safe Return to In-Person Instruction and Continuity of Services Plan, also referred to as the KISD Public Health Guide, was developed with the intent to provide continuity of services in light of the COVID-19 pandemic. Killeen ISD ensures that the interventions to be implemented will respond to the academic, social, emotional, and mental health needs of all students, and particularly those students disproportionately impacted by the COVID-19 pandemic, including students from low-income families, students of color, English language learners, children with disabilities, students experiencing homelessness, children in foster care, and migratory students. This plan takes into account guidance from the Center for Disease Control and the Texas Education Agency with the goal of keeping students and staff safe while making every attempt to keep schools open all year. Killeen ISD is continuing to seek stakeholder input and will update this plan every six months through the life of the grant.     Public Notice 

    United States Code (USC) Annotated, Title 20, Chapter 70, Subchapter VIII, Part C, Section 7846(a)(7), and Public Law (P.L.) 114-95, Every Student Success Act (ESSA), Section 8306, states the following regarding any entity planning to submit a plan or application for a grant:
    “any applicant, other than a state educational agency that submits a plan or application under this chapter or act, shall have on file with the state educational agency a single set of assurances, applicable to each program for which a plan or application is submitted, that provides that: . . . before the application was submitted, the applicant afforded a reasonable opportunity for public comment on the application and considered such comment.”

    Killeen ISD hereby gives notice to the public that it intends to file the following application(s) for federal grant funds with the Texas Education Agency: 

    Any member of the public wishing to provide a comment regarding Killeen ISD’s application for such grant(s) is invited to submit those comments using the link provided. 

    In addition, any member of the public wishing to provide a comment regarding the ESSER III Use of Funds plan or the Safe Return to In-Person Instruction and Continuity of Services plan can do so using the link provided.
