Title I, Part A – Improving Basic Program
Purpose: Title I, Part A of the Elementary and Secondary Education Act (ESEA), as amended by the Every Student Succeeds Act (ESSA) -Improving Basic Programs: The Title I program provides supplemental educational services so that all children have a fair, equal, and significant opportunity to obtain a high-quality education. Generally, to qualify for assistance under Title I, a student must reside within the attendance area of a participating public school located in a low-income area and be failing, or at risk of failing, to meet student academic achievement standards. Supplemental funding provides resources to help schools with a high concentration of students from low-income families provide a high-quality education that will enable all children to meet the challenging state standards. Title I, Part A provides support to schools in implementing either a schoolwide program (SWP) or a targeted assistance program (TAP) and requires that these programs use effective methods and instructional strategies that are grounded in evidence-based research.

Title II, Part A – Supporting Effective Instruction
Purpose: Title II, Part A -Supporting Effective Instruction provides supplemental funding to increase student academic achievement through improving teacher and principal quality and increasing the number of effective teachers in the classroom and highly qualified principals and assistant principals in schools. The program uses evidence-based professional development interventions and holds districts and schools accountable for improvements in student academic achievement.

Title III, Part A – English Language Acquisition
Purpose: Title III, Part A, English Language Acquisition (ELA), Language Enhancement, and Academic Achievement provides supplemental resources to help ensure that children who are English learners, including immigrant children and youth, attain English proficiency at high levels in academic subjects and can meet the same challenging State academic standards that all children are expected to meet.

Title IV, Part A - (SSAE) Student Support and Academic Enrichment Program
Purpose: The SSAE program is intended to improve students’ academic achievement by increasing the capacity of local education agencies (LEAs) to – (1) provide all students with access to a well-rounded education; (2) improve school conditions for student learning; (3) improve the uses of technology in order to improve academic achievement and digital literacy for all students.
