Mrs. Rhona Huggins
My name is Rhona Huggins, and I am one of the assistant principals at Fowler. I grew up in Killeen, attending Bellaire Elementary, Nolan Middle School, and Ellison High School. Before coming to Fowler, I have been an instructional aide, Skills teacher, Resource/Inclusion teacher, and district lead teacher. I have also volunteered my time as an advocate for Special Olympics as a coach for Killeen ISD. My passion is for all students to be excited lifelong learners. I genuinely believe that all students can succeed, and with the right motivation, they can achieve greatness.
I am excited to be part of the Bulldog family, and I look forward to working with the families of Fowler.

Hello Bulldogs and Welcome to the 2024-25 school year!!
I’m Lynette Pettway and I am truly honored to serve the students, staff, families and community of Fowler Elementary as an Assistant Principal. I look forward to partnering with you as we work together to help all of our students reach their highest potential – academically, behaviorally, socially and emotionally.
Born and raised in Wisconsin (Go Packers!), I served in the military as an Intelligence Analyst and Russian Linguist. I then spent several years in the social work field working with foster children and foster families before I realized my dream of educating children. This is my 18th year in KISD, where I have served as a teacher, an Instructional Coach, and a Campus Instructional Specialist prior to becoming an Assistant Principal. This is my seventh year as an Assistant Principal in the greatest district in the state!
I truly believe that each and every child is capable of learning at high levels. By promoting a positive, nurturing, and engaging environment, we allow ALL students to have the opportunity to achieve their personal best. I believe that as educators, we have the moral obligation to treat each and every student the way that we would want our own child to be treated. I also believe that our students can be even more successful when parents and school staff work together to meet each child’s needs. Please understand that we are here for you and that your child’s academic success, social well-being and safety are top priority for us. Your input is encouraged, valued and plays a significant role in your child’s success. Please know that my door is always open to help and support you in doing what’s best for our students.

Mr. Noel Taylor
Greetings Fowler Bulldogs!!! My name is Noel Taylor and I am proud to be serving the Dr. Joseph Fowler Elementary community this school year!! I was born in Texas, but traveled overseas multiple times as a military child. I attended Killeen ISD as a student and went on to become a paraprofessional, teacher, Campus Instructional Specialist, and a Campus Coordinator for Instruction.
My role this year will be to support 3rd, 4th, and 5th grade. My goal is to support students in learning, growing, and pursuing their own interests. As part of an outstanding leadership team, I plan to help guide our teachers in an instructional capacity towards increasing overall school achievement. With the support of all hard-working staff members and our amazing parents, I know we can eliminate barriers to student success and create an environment that provides for continued academic, social, and emotional student growth.
